William graduated from the University of Oklahoma with a degree in Law Enforcement Administration and Political Science and received his Juris Doctorate from the Oklahoma City University School of Law. He is an instructor of law for Metrotech where he teaches the legal block for future law enforcement officers. He is C.L.E.E.T. certified and has served as General Counsel for the Oklahoma County Sheriff’s Office as well as held the position of Undersheriff. Mr. Blaik focuses his practice mainly on general civil litigation, contracts, civil rights defense and jail and law enforcement consulting.
Alice is currently the Chief of the Silverthorne Police Department (CO). She previously served as chief of police at the University of Maryland and UIUC and Captain of the University of Oregon Police. Alice has worked as a criminal investigator for the Lane County District Attorney (OR), a deputy sheriff with the Fremont County Sheriff's Office (WY) and a Wyoming State Trooper as well as several small police departments in Wyoming and Michigan.
Davin Cole is a 33-year law enforcement veteran and spent 29 years with the San Francisco Police Department. His experience as a patrol officer includes gang enforcement, plainclothes, and as an FTO. He spent 15 years as a K9 Handler and was attached to the SWAT team. For ten years, he was the lead trainer and was responsible for training all police service dogs and officers assigned to the unit. After becoming sergeant, he worked in investigations, patrol, and as an FTO Sergeant. Davin is also an academy instructor for Procedural Justice, Implicit Bias, CIT Tactics, and Tactical Communications.
Davin spent the last five years of his career as the Lieutenant in charge of his department’s 40-member homeless outreach unit. There, he coordinated the deflection and pre-arrest diversion program, Law Enforcement Assisted Diversion (LEAD).
Davin also focuses his time as a public speaker and uses his real-life experience to advocate for addiction, mental health, and wellness for first responders.
June Floyd currently serves as the Cobb County Juvenile Court Juvenile Probation Chief after retiring from twenty-two years as a sworn law enforcement officer. She began in Cherokee County, Georgia as a detention officer in 1999 and retired at the rank of Major from Pickens County. Time served as a national accreditation manager, as well as time serving the Georgia Association of Chiefs of Police as the Training Director has enhanced Floyd’s skills and provided her the unique opportunity to delve into law enforcement policies, procedures, and best practices.
Floyd obtained her Bachelor's Degree in Organizational Management and Leadership through Reinhardt University in 2011 and her Master's Degree in Justice Administration through Columbus State University in 2014. Floyd continued to enhance her education, obtaining a Paralegal Certification through the University of Georgia in 2020.
Johnny currently serves as chief of police of the Madison Police Department (AL). He retired as a Captain with the Virginia Beach Police Department after 34 years of service. During his time with Virginia Beach, Johnny served as a patrol officer, field training officer, and served in the Department’s Detective Bureau for over ten years in General Assignment, Auto Theft, and Robbery Squad. He also served as a patrol supervisor, supervisor of the Warrant/Fugitive Unit, Missing Persons, and the Domestic Violence Unit where he worked with the US Navy and NCIS on command-wide domestic violence reduction programs. He also served as an Internal Affairs investigator, a shift commander, CALEA manager, as Chief of staff for the Chief of Police, and as a command duty officer. He holds a master’s degree in criminal justice from Troy University, is a graduate of the 270th Session of the FBI National Academy, a graduate of the West Point Leadership Program, the Saint Leo University Command Officer’s Program, and was an adjunct professor of Criminal Justice at Saint Leo University and Tidewater Community College.
Bill has had a career in law enforcement spanning twenty-nine years, recently retiring as a Special Agent with the Federal Bureau of Investigation. Bill spent 18 years with the FBI Newark (New Jersey) Division where he served in several investigative capacities. From 2002-2004, Bill served as a Drug Enforcement Administration (DEA) Special Agent in Laredo, Texas. From 1993-2002, Bill was a Corporal with the Hatboro Police Department, Hatboro, Pennsylvania where he received several awards and commendations. Bill is a graduate of the FBI National Academy, Class 252, and a 1992 graduate of Florida Atlantic University with a Bachelor’s Degree in Business Management.
Gary served with two sheriff’s offices, in Indiana and Florida, in roles as patrol, homicide detective, SWAT, Jail Commander, district commander and Captain of the Professional Standards and Criminal Investigation divisions. Gary retired as a Master Sergeant with the USAF Reserve and earned a Bachelor and Master’s Degree.
David began his law enforcement career at the Los Angeles Police Department in 1987, and honorably served there for over 25 years. During his LAPD career, he worked a variety of assignments including patrol, detectives, Anti-Terrorist Division, and as the Adjutant to the Chief of Staff. He was awarded several commendations and citations including the Police Medal, the second highest award for valor. His last assignment was as the Commanding Officer of Harbor Area Detective Division. In 2012, Chief McGill was selected as the first Assistant Police Chief of the Newport Beach Police Department, where he served for an additional five years. Chief McGill then moved to Arizona, where he served for two years as the Chief of Police at the Sedona Police Department.
Chief McGill teaches various Professional Standards/Internal Affairs and Leadership Development law enforcement courses across the United States. Chief McGill is also a contracted, senior law enforcement consultant for the ICITAP international law enforcement assistance program, supporting positive policing missions in various countries throughout the world, specializing in Professional Standards and Internal Affairs within police agencies. In addition to teaching, Chief McGill is also a certified yacht captain, possessing a current US Coast Guard 200-Ton Master Merchant Mariner Credential.
Chief McGill earned a Bachelor of Science degree in Biology/Pre-Medicine at the University of California at Irvine, and a Masters Degree in Public Administration from California State University at Long Beach. He is a graduate of the West Point Leadership Program, and the 212th Session of the Federal Bureau of Investigation’s National Academy. During his career, Chief McGill served on the Board of Directors of the California Peace Officers’ Association (CPOA) for many years, including holding the office of President.
Anthony Morgan currently serves as the Chief of Police/Public Safety for Bucknell University and is entering his 7th year as a Chief. Anthony Morgan has over 20 years of law enforcement experience. Anthony Morgan started his law enforcement career with the Kalamazoo Department of Public Safety, the largest combined Police, Fire, and Medical First Responder agency in the United States. After obtaining the rank of senior shift Lieutenant, Anthony Morgan served as a Chief for the City of Covington Va and Mount Rainier, Maryland. Anthony Morgan has been recognized by IACP and others for instituting reforms and turning around troubled agencies. Anthony Morgan considers it an honor to serve as a member of the Small Chiefs Association council.
James’ career expands thirty years with federal law enforcement experience as special agents with the U.S. Marshals Service and then the Bureau of Alcohol, Tobacco, Firearms & Explosives. His policing career includes 7 years with the Duncan Police Department (OK). Currently, James is an instructor for several government organizations including the State Department.
Anthony retired as chief of police from the Painesville Police Department (OH), served on multi-agency SWAT team and developed from inception., selected and trained a combined search warrant entry team. Anthony has published numerous articles through PoliceOne.com, mostly on the topic of leadership.
Ian retired from the U.S. Secret Service working in the vice-presidential protective detail including as squad leader for the counter assault team, personnel security, internal investigations and more. His extensive experience as an instructor included stints in Thailand and El Salvador as part of the State Department’s International Law Enforcement Academies.
Prior to his federal experience, Ian worked for the Pompano Police Department (FL) where he developed an expertise in financial crimes that led to assignments with HIDTA and a multi-agency organized crime task force.
